Naketa's Peach Cobbler

This recipe is the result of a peach cobbler bake off.  I have a co-worker (Naketa) who is peach cobbler fan.  For months Naketa has helped me dig out of various piles of data, each time saying "all I need is a peach cobbler".  Since I have never made a peach cobbler I made 2 using two different recipes.  Naketa liked the peaches in one and the topping in the other so this recipe combines the best of the two.
Fruit layer: 
1 pounds frozen peaches
2/3 cups sugar
1/3 cup all-purpose flour 
1 teaspoon lemon juice
Pinch of salt
Topping:
1/2 cup sugar plus more for sprinkling
1 1/2 cups all-purpose flour
2 teaspoons baking powder
1/2 teaspoon kosher salt
1 1/2 sticks cold unsalted butter
3/4 cup milk
Preheat oven to 375
For the fruit: In a bowl, combine the peaches, sugar, flour, lemon juice and salt. Stir and set aside.
Whisk together the flour, sugar, baking powder and salt into a bowl. Cut 1 1/2 sticks of the butter into small pieces; add to the flour mixture and cut it in with a pastry blender or your hands until the mixture looks like coarse crumbs. Pour in the milk and mix just until the dough comes together. Don't overwork; the dough should be slightly sticky but manageable.
Pour the peaches into a buttered baking dish. Tear off pinches of the dough topping and drop it onto the surface of the fruit, creating a "cobbled" texture. Sprinkle additional sugar over the top.
Bake in the oven on a baking sheet (to catch any drips) until the cobbler is browned and the fruit is bubbling, 40 to 45 minutes.
